US Pacific Commander Addresses Manifold Threats

Speaking at the Australian Strategic Policy Institute in Brisbane on 28 June 2017,Admiral Harry B. Harris,Jr.,Commander,US Pacific Command, characterised the North Korean threat as covering the entire APAC Region, since its missiles point in every direction:
North Korea made this clear when they threatened Australia with a nuclear strike just a couple of months ago.*
At the same time,Adm.Harris pointed out,the Islamic State in Iraq and the Levant is a growing threat in the region, having named Isnilon Hapilon its emir of Southeast Asia:
These terrorists are using combat tactics that we've seen in the Middle East to kill in the city of Marawi in Mindanao (the Philippines).*
With regard to the ongoing US/Australia/New Zealand Exercise Talisman Sabre 17,the admiral noted:
TS17 is a realistic,high-end and challenging exercise that provides endless opportunities for our nations to innovatively prepare for our shared regional and global security challenges.
Our alliance matters. It matters to our two great nations. It matters to the Indo-Asia-Pacific Region and it matters to the world, because, just as Australia and the US stood together against tyranny and oppression in the twentieth century, the world expects no less in the twenty-first.*
As to China,Adm.Harris told ASPI:
I believe the Chinese are building up combat power and positional advantage to assert de facto sovereignty over disputed maritime features and spaces in the South China Sea,where they are physically altering the physical and political landscape by creating and militarising man-made bases.Fake islands shouldn't be believed by real people.

US Global Strike Assets Help Intensify NATO Exercise

Two US Air Force B-1B Lancer supersonic bombers from the 459th Bomb Group,Dyess Air Force Base,Texas, and a B-52H Stratofortress bomber were sent to RAF Fairford,England recently to participate in Exercise Ample Strike 16 in the Czech Republic. The strategic,nuclear-capable aircraft are part of US Global Strike Command. They were deployed in support of the NATO drills for JTACs,or Joint Terminal attack Controllers, that involved 1500 military personnel from 16 NATO Allies and partners. The troops were trained in realistic, complex and demanding scenarios.Besides JTACs,who call in and guide close air support for ground forces,Ample Strike also trains aircrews and commanders of ground forces.*
The training was conducted for both day and nighttime operations, improving interoperability. For example,a Czech ground commander communicated with a Finnish JTAC;a convoy waited for close air support during an improvised attack;simulated mortar attacks were carried out;and US Army AH-64 Apache attack helicopters from 12th Air Combat Brigade in Katterbach,Bayern,Germany visited a forward fueling station.*
The presence of the heavy US bombers underlined the seriousness of the warfighting drills, which thereby had at their call some of the world's most powerful, flexible and long-ranging weapon systems from US Global Strike Command. They were an unmistakable message of assurance and deterrence from NATO to the most advanced, belligerent and determined potential adversaries, such as Russia,China,Iran and North Korea.

India's Internet Prominence Increases

With its 277 million users,India has surged past the US to become the world's second biggest Internet user market behind China.Global Internet usage expanded 9% this year to reach 42% of the world's population,or 3 billion users, said Mary Meeker, partner at Kleiner Perkins,at the Code Conference in Rancho Mirage,California.
As developed markets become well-penetrated,it becomes more difficult to locate new Internet users and the emerging markets become more critical for growth of the medium.

Inside Exercise Balikatan 16 - why it matters so much

As part of their role in the ongoing Exercise Balikatan 16,the US Marines have taken their High Mobility Artillery Rocket System,HIMARS,to Palawan, the Philippines' westernmost island in the hotly disputed South China Sea.The presence of HIMARS and dozens of aircraft in BK 16 indicates the drills are about territorial defence and retaking territory, analysts say, conditioned by international disapproval of Chinese militarisation of islands in the South China Sea,almost all of which it claims to be its territorial waters.
The Philippines also have an airstrip on Thitu Island (population 350) and small troop contingents on smaller outcrops such as Thomas Shoal, where they post their Marines on an old World War II vessel. The Philippines Navy has surplus US Navy ships.*
Under the new Enhanced Defense Cooperation Agreement between the US and the Philippines,US troops will rotate through five camps, including two air bases near the South China Sea.The US Embassy Manila said that, during BK 16,the two allies will work together to enhance maritime law enforcement throughout the Philippines to meet training requirements and enhance techniques, tactics and procedures as a critical part of interoperability of our forces. They will also conduct combined simulation supported events in three main commands of the Armed Forces of the Philippines:Western,Northern Luzon and Southern Luzon, and other major military camps:Crow Valley;Fort Magsaysay;Clark Air Field;Subic Bay;Palawan and Panay to improve their ability to work together and plan follow-on operations. One of the main operations will be the implementation of a rapid reaction force as part of distributed operations in the vicinity of Panay.About 11,000 US,Philippine and Australian troops are participating in BK 16,which runs from 4-16 April.BK 16 is the 32nd annual Exercise Balikatan, which means "Shoulder-to-Shoulder."
The US has reportedly sent five ships to BK 16,including a destroyer, amphibious transport dock and expeditionary fast transport ship;while the Philippines sent two ships.*
BK 16 is a sharing of best practices, not just the US teaching Filipinos, said AFP Major General Rodolfo Santiago,Assistant Exercise Director.Besides a staff exercise component,BK 16 has a field exercise component with live fire that includes an amphibious landing and a humanitarian civil action programme on Panay Island. The Australian Defence Force team, besides supporting the amphibious landing and providing a maritime surveillance aircraft, will assist in the refurbishment of a school and provide special dental mentoring to AFP dental personnel. It is Australia's third year in this annual exercise hosted by AFP and US Pacific Command.

B-2 Stealth Bombers Deployed to the Tense Asia-Pacific

US Strategic Command deployed three US Air Force B-2 Spirit bombers from Whiteman Air Force Base,Missouri to an undisclosed location in the Asia-Pacific region on 8 March. While in the region, the Northrop Grumman warplanes, characterised by their low radar signature and carrying up to 44,000 pounds of conventional and thermonuclear ordnance, will conduct training with ally and partner air forces, and conduct a radio communications check with a US air operations centre.Their mission is to ensure bomber crews maintain a high state of readiness and crew proficiency, and to provide opportunities to integrate capabilities with key regional partners,US STRATCOM said.*
These flights ensure we remain ready to deter strategic attack, now and into the future, and are one of the many ways the US demonstrates its commitment to security and stability across the globe, said Admiral Cecil D. Haney,US Navy,Commander US Strategic Command.*
Strategic bomber deployments ensure our ability to project power at a time and place of our choosing and develop interoperability with our regional allies and partners, said General Lori J. Robinson,Commander Pacific Air Forces.Recent events demonstrate the continued need to provide consistent and credible air power throughout the Indo-Asia-Pacific region. Our ability to demonstrate credible combat power while training and interoperating with our network of like-minded partner nations is vitally important,General Robinson added.*
At this time, the deployment of these major air power assets reinforces US policy in the Asia-Pacific and its response to China's militarisation of islands in the South China Sea;as well as North Korea's recent destabilising behaviour such as conducting its forth underground nuclear detonation and a long-range missile test in January and February 2016,respectively.*
With regard to China,General Robinson said we've watched the increased military capability on those islands, whether it's the fighters;whether it's the missiles or the 10,000-foot runways. We will continue to do as we've always done, and that is fly and sail in international airspace and waters,in accordance to international rules and norms,General Robinson told journalists in Canberra,Australia prior to her addressing the Royal Australian Air Force's biennial Air Power Conference next week.*
Northrop Grumman was also recently awarded the contract to develop and build the US Air Force's B-21 Long Range Strike Bomber.*

Seeing China Short and Long-Term

There are anxious,short-term ways, but also long-term,thoughtful ways of seeing the current situation in the financial markets:
I think China has a long-term approach of internationalising of the renminbi, said Pierre Gramegna, finance minister of Luxembourg. It's a very gradual,step-by-step approach. This economy has opened up quite a lot, with quite a bit of success.China being the fabric of the world and exporting a lot to the rest of the world, all of this has to be relativised.*
Growth is back in Europe. There is very little worry left that there will be deflation. There's more confidence now.The very low interest rate helped boost investment,Mr.Gramegna explained.*
Norman Chan of NAB Private Wealth Advisory added that, short term,we are having a risk-off sentiment, and that controls everything. The market is simply not cheap. In the last five months, the yuan has become a freefall currency.*
Note:the renminbi is the official currency of China, while yuan is the base unit of the renminbi and also the popular name for the currency.
