The NATO Foreign Ministerial has just drawn to a close after two days of meetings at the Alliance headquarters in Brussels.NATO Secretary General Jens Stoltenberg summed the conference up for journalists gathered in Belgium:
We have just concluded a very good and productive meeting of the Foreign Ministers of NATO.We discussed NATO's role in projecting stability and fighting terrorism,because instability abroad threatens stability at home.From the Balkans to Afghanistan,NATO has great experience in training local forces and strengthening local institutions.These are the best tools to make our Partners better able to defend themselves and to combat international terrorism.This year,we started training local forces in Iraq in areas such as countering Improvised Explosive Devices;military medicine;equipment maintenance;and reform of the country's security intstitutions.In particular,I welcome the contributions that our Partners such as Serbia and Jordan are making to these efforts.
Today,Allies looked to the future of NATO's training activity in Iraq and expressed their full commitment to it.And a number of Allies announced that they will contribute to the new Crisis Management Centre in Jordan as part of NATO's new capacity-building package for Jordan,and I really welcome this contribution by several Allies.*
As we look ahead to the Brussels Summit in July,we discussed how to engage further with our Partners to the South and the East.We need to devote sufficient resources to these efforts to make the best of the skills and capabilities we have.We also discussed how our role within the Global Coalition to Defeat ISIS should evolve as the Coalition moves from combat operations to stabilisation efforts.This is something that both the Coalition and the Iraqi government want.The Coalition has recovered over 95% of the territory claimed by ISIS and liberated seven million people;but we must consolidate these gains.We know that projecting stability and fighting terrorism are generational challenges.There are no quick fixes and no overnight solutions.We have made progress and we are determined to do more.*
Over lunch,we discussed NATO's Open Door Policy.We agreed that this is an historic success,which remains a key contributor to Euro-Atlantic Security.Successive rounds have secured peace and stability in Europe and paved the way for Euro-Atlantic integration.Montenegro's accession to the Alliance this year is the latest example.We also agreed that accession is a decision for aspirant countries and the 29 Allies.Nobody else has the right to veto.In preparation for our Summit next July,we will review the progress of each aspirant country by our next meeting of our Foreign Ministers in April.*
Additionally,Mr.Stoltenberg made a number of interesting comments in response to reporters' questions:
We are,of course,concerned by what we see as an effort by Iran to destabilise countries in the region.This is something many Allies in NATO have raised several times,and,of course,that's just adding arguments for us to continue to support and provide increased support to the Iraqi government.
We have just agreed a new defence capacity-building package with Jordan.Jordan is a highly valued Partner.Jordan is a kind of island of stability in a sea of instability in the region.NATO has been working with Jordan for many,many,many years,and a part of the defence capacity-building package we just agreed is this Crisis Management Centre in Jordan,where several Allies have announced that they are going to provide personnel support to use this Centre as a new tool in helping and supporting Jordan.We also have had different training activities at the King Abdullah Training Centre,and we also do capacity-building with Jordan when it comes to Women,Peace and Security to make sure that we recognise that women have a role to play in the Armed Forces of Jordan.Let me add that Jordan has also helped us in providing support for Iraq:we have also trained some Iraqi officers at the King Abdullah Training Centre.*
We are focused on infrastructure because we want to be able to move more troops more quickly,and that's exactly why we are working with the EU to make sure the infrastructure meets the requirements which are needed to move heavy equipment across Europe.This is about roads,railroads,ports,airports and that kind of infrastructure;but it's also about making sure that we have the means of transportation,that we have the trucks and the rail cars and all the other means of transportation that we need to move.And again,we have that today;but we need to scale up,we need to have more to make sure that we have all the assets available if we need to move heavy equipment very fast across Europe.We have started this process:we have started staff-to-staff talks with the EU to analyse gaps,to have a mapping exercise,and then,based on that,we will move forward together,NATO Secretary General Jens Stoltenberg told the journalists in Brussels.

Air and Artillery Strikes Hit ISIL Targets in Syria,Iraq
Combined Joint Task Force Operation Inherent Resolve continued to strike the Islamic State in Iraq and the Levant on 3 January in both Syria and Iraq,a news release said.In Syria,among the 21 strikes by attack,bomber,fighter and remotely piloted aircraft on the Islamist extremists were:
Near Shedaddi,three strikes destroyed a vehicle bomb;a vehicle bomb storage facility and a fighting position;and damaged a repeater box and a communications tower.
Near Raqqah,seven strikes destroyed a vehicle bomb;a vehicle bomb storage facility;a weapons cache and 11 fighting positions;and suppressed a tactical unit.*

Patriarch of Antioch John X Stirs Patriotism,Hope
His Beatitude John X,Patriarch of Antioch and All the East,has once more written a powerful Christmas message for his flock and indeed the whole Orthodox world looking on with interest.In it,the Patriarch firmly roots their faith in their homeland of the Levant,which is today defined as the Eastern Mediterranean and its countries and islands Israel;Palestine;Cyprus;Syria;Lebanon;part of Southern Turkey;and Jordan.His Beatitude also promises redemption from the horrendous suffering which they have felt there because of this faith.Here are some memorable excerpts:

Extremists in Decline:Pentagon Cites Losses by ISIL,al-Qaida
The tide is turning against the Islamist extremists of ISIL and al-Qaida,according to Pentagon spokesman Peter Cook,who briefed reporters on 19 December 2016.Over the weekend,the Libyan Government of National Accord announced the successful conclusion of the campaign to liberate the city of Sirte from the Islamic State in Iraq and the Levant,Mr.Cook noted.It was the only city outside of Iraq and Syria under ISIL's control.US Africa Command carried out this mission with particular skill,especially limiting the risk of civilian casualties in carrying out airstrikes in Sirte,Mr.Cook pointed out.We will continue to keep a close eye on the remnants of ISIL in Libya and will continue to assist the GNA as appropriate going forward.*
In Iraq,Mr.Cook said,the Iraqi Security Forces continue to degrade ISIL in Mosul,where the ISF has cleared approximately 20% of the city.
In Syria,the Syrian Democratic Forces rebel group have reached the Euphrates River northwest of the ISIL stronghold of Raqqa,which is important as the SDF try to isolate ISIL within Raqqa.Importantly,the SDF is continuing to attract Arab fighters for continuing the fight against ISIL.*
And finally,on the progress of counterterrorism in Afghansitan,we previously announced on October 23 that a precision airstrike near Kunar,Afghanistan killed Faruq al-Qatani,the al-Qaida emir for Eastern Afghanistan.The Department has now determined that the same airstrike killed two additional senior al-Qaida leaders:Bilal al-Utaybi,who was al-Qatani's deputy;and Abd al-Wahd al-Junabi,a senior al-Qaida explosives expert.All three were actively involved in the planning and carrying out of acts of terror inside and outside Afghanistan.The deaths of these three senior leaders will significantly disrupt the group's ability to threaten the US,our interests and our allies,and highlights our continuing commitment to the counterterrorism mission in Afghanistan.This strike is further evidence that those who seek to do us harm are not beyond our reach,Peter Cook concluded at the Pentagon on Monday.

Pentagon Official:Fighting Will Intensify as Battle of Mosul Progresses Inward
Iraq's elite counterterrorism troops,the Iraqi Special Operations Forces (ISOF),have entered the eastern side of the Islamic State in Iraq and the Levant northern stronghold of Mosul,said press operations director Captain Jeff Davis,US Navy,on 15 November to reporters at the Pentagon.ISOF has 18,000 troops in three brigades,and is part of the Iraqi Counterterrorism Service.They're clearing those eastern neighbourhoods of Mosul city,doing this in a deliberate and incremental manner so as to safeguard the civilian population as much as possible.It may be one-third cleared in terms of acreage,but it's not one-third clear in terms of challenge and task ahead,because as they get closer to the center of the city,it's going to get dense and more fierce in the fighting,Captain Davis warned.*
According to a 16 November press conference by US Air Force Colonel John Dorrian,spokesman for Combined Joint Task Force-Operation Inherent Resolve in Baghdad,the Iraqi Security Forces continue to make progress in clearing Daesh (the Arab term for ISIL) from Mosul and have seen the fierce resistance they have planned for and we have been talking about for months.This is neighbourhood to neighbourhood fighting,particularly in the East,and the ISF have moved deliberately and have exercised a lot of restraint to protect civilian life.Daesh has done the opposite,taking human shields and dressing as ISF,then arresting civilians who respond positively to them.*
Iraqi Major General Maan al-Saadi said Wednesday that his counterterrorism forces are making headway in the Aden district of the city,400 kilometers north of Baghdad.He also warned of the presence of Daesh booby-traps and hidden IEDs there,al Sumaria TV reported in Arabic.*
ISIL has banned the use of cell phones and confiscated satellite TV dishes to hinder civilian comprehension of the liberation campaign.It has also been executing suspected civilian collaborators with the ISF and putting their bodies on display.Some 5-6,000 ISIL fighters are facing about 100,000 ISF,Kurdish and Shiite paramilitary fighters.OIR coaltion airpower and artillery strikes have been particularly helpful in clearing the ISIL Islamist extremist militants from the outlying areas of greater Mosul and the roads into the city.

SecDef Carter Says More Troops Headed for Iraq - effort to liberate Mosul
On 28 September 2016,US Defense Secretary Ash Carter issued a statement on additional support for the anti-ISIL Operation Inherent Resolve:
In anticipation of the Mosul fight,the United States and the government of Iraq have agreed that additional US and coalition capabilities could help accelerate the campaign at this critical phase.At the request of myself and Joint Chiefs Chairman Dunford,and with the support and approval of Prime Minister Abadi,President Obama has authorised approximately 600 additional US troops to further enable Iraqi forces.The troops,in close coordination with the government of Iraq,will provide specific capabilities including logistics and maintenance support;train,advise and assist teams for ISF and Kurdish Peshmerga for the upcoming Mosul operation;and expanded intelligence resources to help disrupt ISIL'S terrorist network in Iraq and beyond.
The US will continue to stay in close contact with our Iraqi partners as efforts to retake Mosul progress,including the role that the international coalition can continue to play in helping the Iraqi government defeat ISIL.*
For example,On 23 September,US Army Lieutenant General Stephen J. The NATO Foreign Ministerial:Policy and Strategy for Europe and Beyond
The NATO Foreign Ministers meeting runs from 19-20 May in Brussels.NATO Secretary General Jens Stoltenberg held a Pre-Ministerial news conference on Wednesday,outlining the topics to be discussed and the direction NATO policy on them is taking,and some strategic concepts for its implementation as well.*
Tomorrow we will welcome Montenegro Foreign Minister Dukanovic to sign the Accession Protocol,Mr.Stoltenberg announced in his prepared statement.Following that ceremony,Montenegro will,as of tomorrow,participate in all NATO meetings as an observer,or Invitee.Once all the Allies have ratified the Protocol,Montenegro will become the 29th member of the Alliance.A clear sign that NATO continues to help build stability and security in the Western Balkans.*
We will discuss what NATO can do to support Iraq.We are already training several hundred Iraqi officers in Jordan.We have received a request from Prime Minister al-Abadi to expand our training mission to Iraq itself.And we will consider that request from Prime Minister al-Abadi.*
We have already decided to enhance our forward presence in the eastern part of our Alliance.Our military planners have put forward proposals for several battalions in different countries in the region.No decision has been taken on the numbers and locations.But we are now considering the scale and the scope of our presence in the east.*
Our Ministerial meeting will begin exactly fifty days before we meet at our Summit in Warsaw.The decisions we take at this Ministerial meeting will help pave the way to the Summit.At the Summit,we will take the necessary decisions to protect our citizens at home and to project stability beyond our borders.*
Tomorrow is an historic day for the Alliance,for Montenegro and for the Western Balkans,Mr.Stoltenberg said in the Q&A session with reporters.It says that NATO's door is open.It's another step in the successful policy of enlargement of both NATO and the EU,and the enlargement of NATO over many years has contributed to stability,peace and security in Europe.And now Montenegro is going to be part of that.Any sanctions or reactions from Russia will be absolutely unjustified,because it's about respecting the sovereign decision of a sovereign nation,Montenegro,to decide on its own path-and that should be respected by everyone.*
NATO is not contemplating combat operations in Libya,but institution-building.We will continue to discuss how we can help them.*
Some of the proposals from our strategic commanders are for battalions in the Baltic countries.It has to be a multinational presence because it sends a very clear signal that an attack on one Ally will be an attack on the whole Alliance.The importance of this forward presence is not that it's going to be so very big,but that it is a multinational presence sending a very clear signal that we are going to stand united;and the forward presence has to be combined with the increased ability to reinforce if needed,so you have to also understand that the forward presence is linked to the high readiness,the higher responsiveness of our forces,and we have already decided to triple the size of the NATO Response Force-and part of that is the new Very High Readiness Joint Task Force (VJTF),or the Spearhead Force,a brigade-sized force which can deploy on a very short notice.Add to that that we are already investing in infrastructure;in prepositioning equipment;ammunition;and that the US is in the process of quadrupling its funding for the US presence in Europe:so this is a big thing altogether-a forward presence in the eastern part of our Alliance is just one element in a more comprehensive approach.*
We will decide on the future of the Resolute Support Mission in Afghanistan beyond 2016,and will also decide on the funding for the Afghan National Defence and Security Forces.I think that NATO Allies providing funding is extremely important and we will continue to do so.*
I strongly believe that the Summit of NATO in July will recognise the progress that Georgia is making and will reiterate our strong commitment to provide both strong political support to Georgia;but also to provide practical support,working with Georgia to implement reforms,build institutions and to enhance Georgia's ability to modernise its armed forces.So we will continue to work with Georgia;we will continue to defend Georgia's right to make its own decisions;and we continue to work on reforms and help Georgia moving towards NATO membership.*
I have to tell you about the Minsk Agreement on Eastern Ukraine that of course I am concerned,because after we saw a lull in the fighting last year and the beginning of this year-I think the ceasefire was mostly respected-we have seen gradually an increase in the numbers of violations of the ceasefire,and that is undermining the whole Minsk Agreement because it is based on the ceasefire.So my message is,the ceasefire has to be respected;heavy weapons have to be withdrawn;and the international observers have to have full access to the area so they make sure that the Minsk Agreement is fully implemented.*
I'm really looking forward to the opening of a new NATO Training Centre in Kuwait and I visited the site of the facility.It's a big,big building where we're going to have different kinds of training,capacity-building activities for the region.And I think that's just one example of how we are increasing our cooperaton with the Gulf countries.*
In Turkey,we have positioned Patriot Missile batteries;AWACS aircraft;port visits by NATO ships.NATO member countries have bilateral agreements with Turkey to fly out of Incerlik Air Base.This is a very joint effort of NATO Allies and Turkey in the fight against ISIL and also providing the necessary assurance measures for Turkey,all at the same time,NATO Secretary General Jens Stoltenberg pointed out to journalists in Brussels,Belgium.

Tomorrow is an historic day for the Alliance,for Montenegro and for the Western Balkans,Mr.Stoltenberg said in the Q&A session with reporters.It says that NATO's door is open.It's another step in the successful policy of enlargement of both NATO and the EU,and the enlargement of NATO over many years has contributed to stability,peace and security in Europe.And now Montenegro is going to be part of that.Any sanctions or reactions from Russia will be absolutely unjustified,because it's about respecting the sovereign decision of a sovereign nation,Montenegro,to decide on its own path-and that should be respected by everyone.*
NATO is not contemplating combat operations in Libya,but institution-building.We will continue to discuss how we can help them.*
Some of the proposals from our strategic commanders are for battalions in the Baltic countries.It has to be a multinational presence because it sends a very clear signal that an attack on one Ally will be an attack on the whole Alliance.The importance of this forward presence is not that it's going to be so very big,but that it is a multinational presence sending a very clear signal that we are going to stand united;and the forward presence has to be combined with the increased ability to reinforce if needed,so you have to also understand that the forward presence is linked to the high readiness,the higher responsiveness of our forces,and we have already decided to triple the size of the NATO Response Force-and part of that is the new Very High Readiness Joint Task Force (VJTF),or the Spearhead Force,a brigade-sized force which can deploy on a very short notice.Add to that that we are already investing in infrastructure;in prepositioning equipment;ammunition;and that the US is in the process of quadrupling its funding for the US presence in Europe:so this is a big thing altogether-a forward presence in the eastern part of our Alliance is just one element in a more comprehensive approach.*
We will decide on the future of the Resolute Support Mission in Afghanistan beyond 2016,and will also decide on the funding for the Afghan National Defence and Security Forces.I think that NATO Allies providing funding is extremely important and we will continue to do so.*

I have to tell you about the Minsk Agreement on Eastern Ukraine that of course I am concerned,because after we saw a lull in the fighting last year and the beginning of this year-I think the ceasefire was mostly respected-we have seen gradually an increase in the numbers of violations of the ceasefire,and that is undermining the whole Minsk Agreement because it is based on the ceasefire.So my message is,the ceasefire has to be respected;heavy weapons have to be withdrawn;and the international observers have to have full access to the area so they make sure that the Minsk Agreement is fully implemented.*
I'm really looking forward to the opening of a new NATO Training Centre in Kuwait and I visited the site of the facility.It's a big,big building where we're going to have different kinds of training,capacity-building activities for the region.And I think that's just one example of how we are increasing our cooperaton with the Gulf countries.*
In Turkey,we have positioned Patriot Missile batteries;AWACS aircraft;port visits by NATO ships.NATO member countries have bilateral agreements with Turkey to fly out of Incerlik Air Base.This is a very joint effort of NATO Allies and Turkey in the fight against ISIL and also providing the necessary assurance measures for Turkey,all at the same time,NATO Secretary General Jens Stoltenberg pointed out to journalists in Brussels,Belgium.

The US,Germany and NATO - the bilateral piece of the security puzzle
On 24 April,President Barack Obama and German Chancellor Angela Merkel held a news conference in Hannover,Germany.The President gave a readout of their bilateral talks on the occasion of the first visit of an American president to Hannover:
Most of our discussions,as Chancellor Merkel indicated,focused on urgent security challenges,Mr.Obama said.Germany is a valued member of the coalition to destroy ISIL.German aircraft support the campaign and German personnel in Iraq are training local forces.German assistance is helping Iraq stabilise and rebuild the areas it liberates from ISIL and our coalition continues to make progress.
Today we discussed additional steps that NATO could take to support the campaign,as well as economic assistance to Iraq that the G7 could pledge at next month's summit in Japan.Germany is obviously a very strong partner in the effort to provide humanitarian relief to the people of Syria and Iraq.We remain deeply concerned about the upsurge of fighting in Syria in recent days,and we continue to agree that the only real solution is a political solution that moves Syria toward an inclusive government that represents all Syrians.
Given the horrific attacks that we've seen around the world,including Paris,Brussels,Istanbul and San Bernardino,California-and on a much more frequent basis we've seen violence and attacks that's taking place in the Middle East-we discussed the importance of maintaining our strong security cooperation.In Afghanistan,we'll continue to help strengthen Afghan forces as they continue to push back against al-Qaida,the Taliban and ISIL.We'll continue to support the Libyan people and the new Libyan government as it seeks to extend security across its country.We agreed that the US and Germany are going to remain very strong counterintelligence and intelligence partners,and we're committed to using all the tools at our disposal to prevent terrorists from traveling and plotting attacks-and that includes improved information-sharing between our countries and within Europe-and,as always,we'll do so while upholding our values and civil liberties,inculding the privacy of citizens here and in the US.
I want to once again commend Angela for her courageous leadership in the response to migrants who are fleeing the Syrian conflict and conflicts elsewhere in the region.Perhaps because she once lived behind a wall herself,Angela understands the aspirations of those who've been denied their freedom and who seek a better life.And I know the politics around this issue can be difficult in all of our countries.We did discuss the EU's recent agreement with Turkey and Angela and I agreed that our nations can respond to that challenge in a way thatmis both humane and ensures our security.
And finally,as we look ahead to this summer's NATO summit in Warsaw,we discussed the importance of keeping the alliance strong with the investments that's needed for or collective defence.We continue to augment,on a rotational basis,NATO forces in Eastern Europe,including the Baltic States.As I've said since the very beginning of my presidency,we have a treaty obligation to defend every NATO member-and we will.Beyond the alliance,we welcome the formation of a new government in Ukraine,which we encourage to continue the political,economic and energy reforms that can deliver progress for the Ukrainian people.Chancellor Merkel,along with President Hollande,have been tireless in their pursuit of a peaceful anddurable solution to the conflict in Eastern Ukraine,and we agreed that all sides need to uphold the commitments they have made,and that sanctions against Russia can and should be lifted only when Russia fully complies with its commitments under the Minsk agreement,the President said.*
For her part,Chancellor Merkel said that Germany has become a more active partner,I think one can safely say,because we are also threatened.Our own security is threatened and we realise that we cannot ensure this on our own.We have to do this in our alliance,and in certain areas we have shouldered a long-term mission that we're going to continue-if we look at Afghansitan,for example.In a way, we've had a change of paradigm in the sense that we see this challenge of IS as something that is very acute,so we send weapons into a conflict area;we gave them to the Peshmerga-a completely new step compared to our past policies.
Looking at the terrorist threat-against France,for example-we've shouldered responsibility for a mission in Northern Africa,which is also a new thing as well,leaving the Congo mission aside where we spent some time;but if we meet in Germany,if we meet at the G7,or,again,in Warsaw-we shall have other opportunities to meet,the President and I-we shall address all of these issues,so,let me say for me,the future with this president is much more important than the past right now.We know that we obviously have to make additional efforts as regards our possibilities to defend ourselves;we have to put in more equipment,more personnel;we know the targets NATO has submitted to us;we think that the whole positioning of our Federal Armed Forces reflects fully the sense that we need to shoulder this national responsibility also as regards,for example,cyber threats-something that we've neglected to do over the past years.And I think that it helps-it helps us to tackle the challenges and to master them,and the cooperation with the US is indispensable.Looking at the larger neighbourhood of Europe,the transatlantic cooperation within NATO,but also other fora,is also highly essential for maintaining or own security and safety,Mrs.Merkel noted.

Operation Inherent Resolve:More Combat Power for the Iraq Campaign
US Defense Secretary Ashton Carter and Chairman of the Joint Chiefs of Staff General Joseph Dunford,US Marine Corps,recently briefed reporters on the anti-ISIL Operation Inherent Resolve at the Pentagon.This comes as the Pentagon seeks more US troops for Iraq,possibly including Apache helicopter units and more Special Operations Forces.*
We continue to do more and more,said Mr.Carter.We are systematically eliminating the ISIL cabinet,including Haji Iman,who was their finance minister and a veteran of their precursor organisation,al-Qaida in Iraq.This is the second minister this month we've taken out,after their minister of war.We've taken out the leader who oversees the funding of ISIL operations.
Iraqi Security Forces have moved from their staging base at Makhmur.The US Marines are now providing artillery at the request of the Iraqis to help support the ISF advance against the enemy and protect their forces,so in both Syria and Iraq,we are seeing important steps to shape what will be crucial battles in the months to come.The US military will continue to work intensively with our coalition partners to build on this progress as our counterparts throughout our governments work to defend our homelands at the same time.
We're not going to go into any further details about how our coalition conducted the operations I mentioned earlier.These leaders have been around for a long time.They are senior;they are experienced,Mr.Carter explained.Note:SOFs were reportedly used to take out Haji Iman.*
We are facilitating ISF in staging around Mosul to begin to isolate Mosul and,as the Iraqis have announced,that has begun,said General Joseph Dunford.These Marines that were there near Makhmour,their artillery battery that was there,were in direct support of that.We put the battery there to support the Americans that were there advising the ISF and also to be in a position to provide support to the ISF.From my perspective,this is no different from aviation fires that we have been delivering.This is surface fires;they're artillery,but certainly no different conceptually than the fire support we've been providing to the Iraqis all along.And with regard to accelerants,the Secretary and I do expect that there will be increased capabilities provided to the Iraqis to set the conditions for their operations in Mosul.And those decisions haven't been made yet,but we certainly do expect more of the things that we saw in Ramadi-albeit a bit different,tailored for operations in Mosul;but again,the primary force fighting in Mosul will be the ISF,and we'll be in a position to provide advise,assist and enabling capabilities to make them successful.
We've had surface fires in Al Asad and other places,and we've used them in the past,so this is not a fundamental shift in our approach to support the ISF.This happened to be the most appropriate tool that the commander assessed needed to be in that location,General Dunford added.*

War On ISIL Update,Part 2 - From Raqqa To Mosul
Last week Colonel Steve Warren,US Army,spokesman for Joint Task Force Operation Inherent Resolve,gave reporters a briefing on the progress of the anti-ISIL effort.We have not seen ISIL move forces out of Raqqa,Syria,he said.I'm not going to get into the leadership.This isn't the right place for that.*
Sinjar,Iraq is liberated.The PKK Kurds are now clearing IEDs and booby-traps ISIL left behind.The severing of strategic Highway 47 that runs from Raqqa to Mosul by the Kurdish forces will force ISIL to go through rat lines and smuggling routes through the desert.Whereas before it took them hours,now it will take them days.They are less able to mutually reinforce their own positions.
ISIL is under pressure in Iraq and Syria,from the north to the south,primarily from ground forces.They are forced to make very difficult decisions and not help other places of its organisation.When they move,they pop up and become very easy targets for our air power.
As targets are destroyed,others will emerge.If repaired,we will re-attack.The French targets in Raqqa were part of the process.Every nation receives these targets from the coalition.*
The northern access to Ramadi,capital of Anbar Province,Iraq,has met with some pretty stiff resistance.It's slow and incremental work.We believe all the pieces are in place.We believe the Iraqis have a plan that's workable.We believe it's time to execute it.The enemy has put in some fairly complex obstacles.We provided some very substantial airpower,some complex equipment and training to help,Colonel Warren pointed out.

General Campbell:Too Soon To Depart Afghanistan
General John F. Campbell,US Army,commander of US and NATO forces in Afghanistan,provided one of his periodic updates on the Afghan War to the Senate Armed Services Committee on Tuesday.If the current plan to cut US troop levels there down to 1,000 by the end of 2016 goes ahead,our ability to provide train,advise and assist would be very limited,General Campbell said.Just from Kabul,I couldn't do a counterterror mission.
1.We need to continue to build the Afghan capacity for their CT element.It's going to take time to be able to raise it.
2.To have a CT capability to keep pressure on some of the ungoverned spaces.Our CT forces are the best in the world.They welcome us there.Their Par One Prison is the gold standard for terrorist prisons.*
We're seeing a switch of Taliban in Pakistan to ISIL.Pakistani General Raheel Sharif and I spoke as late as last week.He said ISIL has no place in Pakistan.I believe he is genuine and is pushing his army and intel to fight Daesh (the Arab term for ISIL).We put Daesh in the category of operationally emergent in Afghanistan,with them putting in a base in Nangarhar Province.Afghan President Ghani is concerned,and Daesh is a priority information requirement for me.We're trying to partner Pakistan and Afghanistan to look at it.The open press estimates there are anywhere between 1,000-3,000 Daesh in Afghanistan.*
The Afghan National Defence and Security Forces have really impacted the Taliban this year,based on the casualties we've seen.For the police element,the number one issue is to get the right leadership.There are many police without training that have been hired.I believe that training is the key.In many cases,they're doing the same thing as the Army,without being manned and equipped like the Army.*
The Allies that I've engaged with,for the most part,are very supportive.Once the US makes the decision to keep more troops in Afghanistan,we'll see NATO come into that-absolutely.
It becomes a matter of physics.Every single day,we continue to de-scope our bases out there.I've also made sure it's not irreversible.This is a very critical year for 2016.The NATO Warsaw conference will decide their troop commitments for 2016-20.*
I provided my senior leadership with courses of action based on the changes that have happened the last few years:the growth of Daesh;the actions by Pakistan;the new Afghan leadership of President Ashraf Ghani and Chief Executive Dr.Abdullah Abdullah.We've built the Afghans an Army and police they cannot afford.They're going to need the help of the international community.We need a year and a half to train,advise and assist the ANDSF.
In all of our courses of action,my senior leadership would have an irreversible decision point.We are overwhelmingly welcomed by the Afghan leadership and civilians.Presence equals influence.They will continue to want a coalition presence.They understand that we've provided a lot of blood,sweat and tears,and don't want to let us down.Based on what's happened since 2014,I believe we still have to do TAA for aviation,logistics,intel and special operations.The conditions on the ground have changed,and we need to look at the pros and cons of that.
I think everyone's looking at Daesh to make sure it doesn't grow to the lengths it has in Iraq and Syria.Upwards of 20-30% of Taliban are irreconcilable;Daesh is irreconcilable at this point in time.We've got to continue to move toward a peace process with the Taliban.Coalition presence has a great impact on President Ghani,the ANDSF,the people.Deciding on a larger coalition force would have a huge impact there.Afghanistan will continue to be a very dangerous place,and the ANDSF will continue to be challenged.You absolutely need to operate from a position of strength to pursue the reconciliation process there.*
Their close air support is just starting to grow.Starting at the end of the year,they will start to have a fixed wing capability,but it will be 2017-18 before it is fully online.Whenever you put a time on something,you always give somebody a chance to manipulate that.To get down to 1,000 US troops by the end of 2016,you would have to start in January,General Campbell advised the Senate Armed Services Committee.

We're seeing a switch of Taliban in Pakistan to ISIL.Pakistani General Raheel Sharif and I spoke as late as last week.He said ISIL has no place in Pakistan.I believe he is genuine and is pushing his army and intel to fight Daesh (the Arab term for ISIL).We put Daesh in the category of operationally emergent in Afghanistan,with them putting in a base in Nangarhar Province.Afghan President Ghani is concerned,and Daesh is a priority information requirement for me.We're trying to partner Pakistan and Afghanistan to look at it.The open press estimates there are anywhere between 1,000-3,000 Daesh in Afghanistan.*
The Afghan National Defence and Security Forces have really impacted the Taliban this year,based on the casualties we've seen.For the police element,the number one issue is to get the right leadership.There are many police without training that have been hired.I believe that training is the key.In many cases,they're doing the same thing as the Army,without being manned and equipped like the Army.*
The Allies that I've engaged with,for the most part,are very supportive.Once the US makes the decision to keep more troops in Afghanistan,we'll see NATO come into that-absolutely.
It becomes a matter of physics.Every single day,we continue to de-scope our bases out there.I've also made sure it's not irreversible.This is a very critical year for 2016.The NATO Warsaw conference will decide their troop commitments for 2016-20.*
I provided my senior leadership with courses of action based on the changes that have happened the last few years:the growth of Daesh;the actions by Pakistan;the new Afghan leadership of President Ashraf Ghani and Chief Executive Dr.Abdullah Abdullah.We've built the Afghans an Army and police they cannot afford.They're going to need the help of the international community.We need a year and a half to train,advise and assist the ANDSF.
In all of our courses of action,my senior leadership would have an irreversible decision point.We are overwhelmingly welcomed by the Afghan leadership and civilians.Presence equals influence.They will continue to want a coalition presence.They understand that we've provided a lot of blood,sweat and tears,and don't want to let us down.Based on what's happened since 2014,I believe we still have to do TAA for aviation,logistics,intel and special operations.The conditions on the ground have changed,and we need to look at the pros and cons of that.
I think everyone's looking at Daesh to make sure it doesn't grow to the lengths it has in Iraq and Syria.Upwards of 20-30% of Taliban are irreconcilable;Daesh is irreconcilable at this point in time.We've got to continue to move toward a peace process with the Taliban.Coalition presence has a great impact on President Ghani,the ANDSF,the people.Deciding on a larger coalition force would have a huge impact there.Afghanistan will continue to be a very dangerous place,and the ANDSF will continue to be challenged.You absolutely need to operate from a position of strength to pursue the reconciliation process there.*
Their close air support is just starting to grow.Starting at the end of the year,they will start to have a fixed wing capability,but it will be 2017-18 before it is fully online.Whenever you put a time on something,you always give somebody a chance to manipulate that.To get down to 1,000 US troops by the end of 2016,you would have to start in January,General Campbell advised the Senate Armed Services Committee.

Combating ISIL:Where It Stands Now
We are providing the Syrian Kurds with a tremendous amount of air support,said General Lloyd Austin,Commander of US Central Command,at a hearing before the Senate Armed Forces Committee on 16 September.A portion of this element held on in Kobani.They've increased their size and activity and made a significant difference in the Northeast, with the help of the sustained airstrikes they requested.They will also need to partner with the Syrian Arabs in the neighbourhood,and we're helping them with that.
Turkey has shortened the lengths our fighter pilots are forced to fly.They are focused on ISIL elements in Syria,and we have asked them to tighten up their borders to stop the flow of foreign fighters.We will provide air support to our trained fighters and intelligence,surveillance and reconnaissance over-watch,and have already done so with our first class of trained fighters.We have undertaken airstrikes for trained Syrians under threat by al-Nusra.What our special operations forces have done in Northern Syria is,they began to train elements like the YPG Kurds.There are ten of thousands of Kurds on the battlefield fighting ISIL.*
Only four or five of our first class of moderate Syrian fighters are in combat now,explained Deputy Undersecretary of Defense for Policy Christine Wormuth.The others were captured by ISIL or fled from them.Immediately they entered Syria,they were attacked by ISIL.

Deterring the Changing Threats
We need to update our deterrence and response model to Russia's hybrid threat,said General Joseph Dunford,USMC,before the Senate Armed Services Committee at his confirmation hearing last month.I think rotational forces are envisioned,along with prepositioning equipment and infrastructure.Quite frankly,I think that kind of threat is one we're going to face in the future-the idea of deterrence to the changing threats we face.
Russia is not just threatening;they are actually doing it.My assessment today is that Russia presents the greatest threat to our national security.It is a nuclear power that could pose an existential threat to the United States,and their recent acts are nothing short of alarming.I also think it's important to maintain a military-to-military relationship with them to prevent the chance of miscalculation.
Russia is aggressively moving military forces into the Arctic-we need a plan,noted Senator Dan Sullivan,R-Arkansas.
We will in fact develop an appropriate role for the military in support of our political and military goals for the Arctic,General Dunford promised.
Modernising our nuclear deterrence is the nation's top military priority.I think we need to think about how we are going to fund it,as opposed to whether we are going to do it,in that we face a nation that is an existential threat.The Ohio-class submarine is the most survivable part of the nuclear deterrence triad,and critical to modernise.*
With regard to Iran's current activities and support of activities,Iran is one of he most destabilising influences in the region today.They're exacerbating the Sunni-Shia divide.From my perspective,they have provided support to the Taliban in Afghanistan versus ISIL.The Shia militants in Iraq could be a malign influence and certainly we shouldn't provide any support to them.My expectation is,Iran will continue the malign activity across the Middle East that we have seen in recent years.My understanding is,we have the military capacity to destroy Iran's nuclear program.I'll make sure that our leadership has a full range of military options for dealing with Iranian military activity.We have both the plans and the capacity in place to deal with a wide range of contingencies in Iran.
Iran with a nuclear weapon would be a significant threat to the homeland,especially with a ballistic missile,and would be destabilising in the region,causing a nuclear arms race.
In Iraq,there's no question in my mind that retaking Ramadi from ISIL is a strategic action.I've got both a personal and professional stake in Anbar Province,having lived there for years.*
China's military capability and presence in the Pacific are an area of concern,as distinct from a threat.There's no question about our rebalance to the Pacific.We have an unprecedented number of exercises in the Pacific.The rebalance is aimed at modernising our presence,explained General Dunford,recently confirmed by the Senate as the next Chairman of the Joint Chiefs of Staff.He will be sworn in next month.

The War On ISIL:Building Ground Forces in Iraq
The ground campaign in Iraq is a work in progress,US Defense Secretary Ashton Carter told the House Armed Services Committee on 17 June 2015.We can and will continue to develop local services;US troops on the ground will not produce enduring results.
What we saw in Ramadi was deeply disappointing.While we have the right strategic framework,execution can and will be strengthened.Our equipping of the Iraqi Security Forces has been proceeding too slowly.That's why we're now expediting delivery of anti-tank and anti-IED weapons to the ISF.
Taqaddum Air Base is a key location for reaching Sunni tribes.We will also provide advice and support at the ISF's Anbar Operations Center,which is also in Taqaddum.We've only received enough recruits to train about 7,000 troops,plus 2,000 counter-terrorism troops.The ISF have been plagued by persistent organisation and leadership failures.Our efforts must fuel diversity and multi-sectarianism.
The move into Taqaddum,the numbers,are not as important as the location in the Sunni heartland.We are in the Anbar Operations Center with the ISF so we can advise and assist them.We're already getting an inflow of Sunni fighters.We had unused training capacity because the Iraqi government wasn't providing paid recruits.It's starting to turn around.*
The heads of the Gulf Cooperation Council went to Camp David about three weeks ago.Their concern about ISIL is genuine,but their actions have been lacking.It is because they simply lack the capacity such as Special Operations Forces;capable,skilled ground forces in counter-insurgency;and so forth.*
We have in Iraqi Prime Minister Abadi someone who I believe is committed to a multi-sectarian,federated state.We are arming the Kurds and Sunnis,coordinating it with the Iraqi government in a way that doesn't delay as it did before.We're back on our feet,but I'm not going to excuse things that shouldn't have happened.I believe there can be a decentralised,multi-sectarian Iraq.I think we should give them a chance,because that's our best hope.*
The Kurdish forces are what we aspire to do.They show the will and capability to fight.Committed,capable,they're effective in the larger campaign to defeat ISIL.I met with President of Iraqi Kurdistan Masoud Barzani,and we went over the list of equipment they need.The reason of doing the angle through the government of Iraq is,to foster unity.These guys really do fight.The equipment from the US,Europe and others is starting to get to them.
The ISF record of performance is mixed.The counter-terrorist forces have fought admirably,and almost to exhaustion for the past months.We're extremely committed to providing intelligence and advisors.
As to US troops increasing their involvement,once we have the Iraqi forces on the ground,we will have to take another look at how to support those forces,and also our allies.When there is a capable ground force,then we can leverage them,Mr.Carter informed the House Armed Services Committee.

New and Hazardous Training Mission for US Troops in Anbar
President Barack Obama has ordered up to 450 more US troops to Iraq.They will train,advise and assist Sunni tribal militia members to battle ISIL at a new training camp in al-Taqaddum Air Base,a former US stronghold in the Iraq War from 2003-11,located at Habbaniya in the largely Sunni Anbar Province.As of last Thursday,8920 Iraqi troops had received US training at the four existing training camps at al-Asad Air Base;Irbil;plus two camps in the Baghdad area;and 2601 Iraqi troops were still in training.Of those who have been trained,800 are Kurds and the rest are Shiites.
Training at al-Taqaddum will likely begin this summer.It is only 22 miles/37 kilometers from Ramadi,the provincial capital recently taken over by ISIL.There are still a lot of engagements with ISIL in the area,so US troops on the training mission will perhaps be closer to the front lines than ever before.ISIL has been using more and bigger IEDs in Anbar Province-so large they are changing the equation on the battlefield.They are also digging extensive tunnels and filling them with explosives.Suicide attacks may be launched against the training camp.
Besides trainers,the US soldiers will be security and logistics personnel.They will still not be allowed to accompany Iraqi troops to the front lines or serve as forward air controllers.

Counterattacks Seek To Reverse ISIL's Recent Gains
ISIL has executed 20 Syrian men it accused of being Assad regime soldiers in the ancient Roman theatre ruins of Palmyra,Syria.After ISIL had assembled a crowd in the theatre,the men were shot,according to the Syrian Observatory for Human Rights.The Islamist extremist group had seized the city on 21 May,and has executed at least 217 people so far,the SOHR says,67 of them civilians.There are fears they will also demolish the priceless Roman colonnades and sell off any movable antiquities,as they have done at Iraqi historic sites.
Elsewhere in Syria,the SOHR reports that ISIL has lost ground in Hasakah Province of Northeast Syria.In a 10-day offensive,Kurdish forces early this week liberated 14 Assyrian Christian villages ISIL had seized in February.This was enabled by a major series of air strikes carried out as part of Operation Inherent Resolve by the US and its allies.In the raids from 24-25 May,4 ISIL fighting positions were destroyed,as well as a checkpoint,an excavator,a vehicle borne IED and another vehicle.No civilian casualties were reported from the air strikes.Those participating in the OIR air campaign in Syria include the US,Canada,Bahrain,Jordan,Saudi Arabia and the UAE.

Pentagon Announces Training of Moderate Syrian Forces To Fight ISIL
US Secretary of Defense Ashton Carter spoke to reporters at the Pentagon last Tuesday,5 May,along with outgoing Chairman of the Joint Chiefs of Staff General Martin Dempsey,US Army.Mr.Carter highlighted a number of important issues on the Pentagon's agenda,but especially the new program to train a force of ultimately 15,000 moderate Syrian rebels to engage ISIL in ground combat.
1.Earlier today we met with Iraqi Kurdistan Region President Masoud Barzani about the fight with ISIL.We reaffirmed our commitment to working together by,with and through the Iraqi government to deliver a lasting defeat to ISIL.We believe a unified Iraq is critical to this.
2.We have begun training a company-size group from moderate Syrian forces,to be followed by a second group in the next few weeks.
3.Given that the current defence budget is a road to nowhere,we need Congress to agree to a multi-year budget.We are eroding our tech edge and our military readiness is declining.Our adversaries are paying attention,too;they are watching us lurch from continuing resolution to continuing resolution,and they are adapting.
4.We commend the Trans-Pacific Partnership trade negotiations and the Trade Promotion Authority bill as strengthening the US and the Asia-Pacific region.
5.We have a lot of work to do in the months ahead.I want to thank General Dempsey for his stong leadership and thoughtful advice.He has made our world safer.I'll really miss him and Vice Chairman Admiral James Winnefeld,US Navy.I have absolute and complete confidence in their sucessors,General Joseph Dunford,US Marine Corps,as Chaiman,and General Paul Selva,US Air Force,as Vice Chairman.*
On the topic of the struggle with ISIL for control of Iraq's Beiji oil refinery,General Dempsey said it's a part of Iraq's critical infrastructure.It's geographically significant.The Iraqis have lost some of the perimeter and some of the road network that leads to it,but just recently the Iraqis configured 18 of the 18 pallets needed to resupply their troops in the refinery by air.*
As to the training of the moderate Syrian rebel forces,Mr.Carter explained that there are about 90 of the trainees in a company-sized tranche.It takes place in a secure location.Our people are very experienced in this type of training.There are several locations,and we'd rather not talk about them.The first disposition of those forces will be decided on by them and us in a few months.Of course we would have some responsibility to protect those forces.We definitely would work to protect them with intelligence,search and rescue,and potentially with air help.We definitely would have some responsibility for their safety as well as their training.
This is a complex program that will have to evolve over time.We're figuring out what the best training is and disposition of the forces is;but you have to start somewhere,and this is where we're starting.There's a limit to the kind of arms this type of force will get.The training is starting now.These trainees are recruited and vetted,and only then are they put into training.These forces are being trained and equipped to fight ISIL.It's not part of our program to have them engage with Assad's forces.ISIL would be their principal mission.We have not determined yet all the rules of engagement.

1.Earlier today we met with Iraqi Kurdistan Region President Masoud Barzani about the fight with ISIL.We reaffirmed our commitment to working together by,with and through the Iraqi government to deliver a lasting defeat to ISIL.We believe a unified Iraq is critical to this.
2.We have begun training a company-size group from moderate Syrian forces,to be followed by a second group in the next few weeks.
3.Given that the current defence budget is a road to nowhere,we need Congress to agree to a multi-year budget.We are eroding our tech edge and our military readiness is declining.Our adversaries are paying attention,too;they are watching us lurch from continuing resolution to continuing resolution,and they are adapting.
4.We commend the Trans-Pacific Partnership trade negotiations and the Trade Promotion Authority bill as strengthening the US and the Asia-Pacific region.

On the topic of the struggle with ISIL for control of Iraq's Beiji oil refinery,General Dempsey said it's a part of Iraq's critical infrastructure.It's geographically significant.The Iraqis have lost some of the perimeter and some of the road network that leads to it,but just recently the Iraqis configured 18 of the 18 pallets needed to resupply their troops in the refinery by air.*
As to the training of the moderate Syrian rebel forces,Mr.Carter explained that there are about 90 of the trainees in a company-sized tranche.It takes place in a secure location.Our people are very experienced in this type of training.There are several locations,and we'd rather not talk about them.The first disposition of those forces will be decided on by them and us in a few months.Of course we would have some responsibility to protect those forces.We definitely would work to protect them with intelligence,search and rescue,and potentially with air help.We definitely would have some responsibility for their safety as well as their training.
This is a complex program that will have to evolve over time.We're figuring out what the best training is and disposition of the forces is;but you have to start somewhere,and this is where we're starting.There's a limit to the kind of arms this type of force will get.The training is starting now.These trainees are recruited and vetted,and only then are they put into training.These forces are being trained and equipped to fight ISIL.It's not part of our program to have them engage with Assad's forces.ISIL would be their principal mission.We have not determined yet all the rules of engagement.

ISIL Has New Leader as Key Battles Continue in Iraq
Fighting against ISIL in both Ramadi and the Beiji oil refinery continued on Wednesday,even as ISIL adjusts to a new leader.Sniper fire and booby traps,as well as suicide bombers,were hindering the advance of Iraqi counterterrorist forces into the city.Still,they have managed to retake positions near the city's centre.
They are trying to drive ISIL militants away from the residential areas and toward open areas where they will be an easier target,a spokesman for the CT forces said.The militants captured Ramadi,which is the capital of Anbar Province,two weeks ago,even digging tunnels between houses to enable their hit and run tactics.
At the same time,at the Beiji oil refinery,which is Iraq's largest,ISIL seized an important installation in the northern section of the facility Tuesday,but were driven out by Iraqi troops.They still have a foothold near the refinery's south gate,however,and Iraqi forces within the complex are calling for reinforcements.*
According to an Iraqi government source,ISIL has a new leader in the person of Abu Alaa Afri,who has at least temporarily replaced Abu Bakr al-Baghdadi.Al-Baghdadi was seriously wounded in a US-led coalition airstrike on his truck convoy in March,incapacitating him.Afri,a former Iraqi physics teacher and a reputed Islamist intellectual,had served as an ISIL provincial coordinator,linking the senior leadership with the provincial emirs.Afri,now believed to be residing in Mosul,Iraq,was previously a member of al-Qaida and highly regarded by Osama bin Laden,who favoured him to head al-Qaida in Iraq,ISIL's precursor organisation.*
In 2006,US and Iraqi troops,along with tribal militias,waged a pitched battle against al-Qaida in Iraq and its allies in the Mujahideen Shura Council for control of Ramadi.Indeed,an Islamic State was declared by the Council in October 2006 and chose al-Baghdadi as emir.By early 2007,the IS had been all but driven out of Ramadi,at the cost of the lives of at least 78 US troops and many others being wounded.

ISIL Defeated In Tirkrit
After a month-long battle,the Iraqi army has retaken the city of Tikrit.With the help of the US-led coalition's air strikes and various militia groups,a major blow has been dealt the ISIL militants.The win is also seen as a significant validation of the ground combat forces' ability to recapture ISIL's biggest gain so far in Iraq,the country's second largest city,Mosul.
Tikrit was heavily booby-trapped by the Islamist extremist group ISIL,whom many Arabs and their friends call Daesh.Many of the abandoned buildings were rigged with explosives.A few pockets of resistance remain,firing potshots now and then.Few civilians have stayed in the war-blasted streets of Tikrit,however,the hometown of the late dictator Saddam Hussein.
At the same time,ISIL has stormed a Palestinian refugee camp in the Syrian capital Damascus,the Yarmouk camp,having fought with a Palestinian faction in the camp.The ISIL militants reportedly now have control of nearly all of the camp,which is home to some 18,000 Palestinian refugees.It is their most serious incursion into Damascus to this point.

Defeating ISIL:Strategic Leadership and the Coalition
ISIL is really operating as a criminal gang and death cult,sending naieve and gullible recruits to die by the hundreds,General John R. Allen,US Marine Corps Retired,Special Presidential Envoy for the Global Coalition to Counter ISIL,told the Senate Foreign Relations Committee on 25 February.ISIL has lost one half of its Iraq-based leadership.We actually do have pretty good intelligence in this matter.
The number of ISIL recruits is up because we're tracking them better,and because of the Caliphate's appeal.Defeating ISIL is when they are not an existential threat to Iraq or other states in the region.We want them to have no operational capability,break them up into small organisations that can't mass to be operationally significant.
I have met with many of the sheikhs,and I've been very pleased with their willingness to accept the leadership of Prime Minister Abadi and the Defence Minister.We're training and equipping 12 Iraqi brigades,three of them Kurdish.There will be a clearing force and a holding force,plus immediate humanitarian assistance.It's very important that the effort have an Arab face and a Muslim voice.
The Syrian recruitment numbers (for training to fight ISIL in Syria) are much higher than we thought.We have an old friendship with Turkey,and think there has been much progress toward providing protection for the moderate Syrian forces.The real issue is,how do we protect our allies?
ISIL is an evil that we haven't seen in a very long time.As long as we're at the front of it,we can prevent another 9-11.The interpretation that they apply has permitted them to do the things they have done to certain groups such as Christians and Yazidis.The infusion of a large conventional,maneuverable force would change the nature of the conversation.The US brings to bear:
1.The capacity of our strategic leadership of the 62 countries and five Arab air forces in first strike.
2.Technical,intelligence support,special operations strke capabilities,training and the aggregation of these.
3.The capacity for Arab partners to be the defeat mechanism for Daesh,the Arabic word for ISIL.
There have been about 2500 air strikes since the campaign began on 8 August 2014.The combination of US and coalition airpower,together with the training and equipping of regional forces will enable us to achieve our strategic goals.
We are not cooperating with Iran.We are not accommodating Iran.
The President's proposed Authorization for the Use of Military Force has limitations about offensive maneuver forces.We may find that locations or allies may need to be defended.Each of those circumstances would have to be judged independently.There's a prohibition in the AUMF against the use of large,enduring ground forces such as those we used in Iraq and Afghanistan."Enduring" might be only two weeks-or it might be two years.It's all about matching the contingency,explained General Allen,who was the Afghan War commander from 2011-13.
